The Law Started Demanding Control on Paper

The channel through which control descends from concept to requirement is regulation. According to Digital Today, the core issue in the debate over revising the AI Basic Act is how to divide responsibility between developers and service providers. Half a year after it took effect in January as the world’s first comprehensive AI regulation law, voices from the field arguing that the boundary of responsibility is unclear have become the central issue. A model developer can embed metadata compatible with international standards in its generated output, but it can hardly control the screen layout or user notices of the dozens of apps built on top of its model. This is an attempt to move a step closer to the EU AI Act’s approach of assigning differentiated obligations to providers, deployers, importers, and distributors separately.

The People Already Buying Control

Extending to customer touchpoints under network separation regulation and the Personal Information Protection Act requires a processing structure that keeps data from leaving the premises and explainability, and meeting that requirement is a matter of deployment design, not model selection. The food industry’s adoption of “AI employees,” reported by ChosunBiz, points in the same direction. What traditional industries are buying isn’t a model. It’s an execution system that works inside their existing operational flow.

Closed networks reveal this structure most clearly. Seoul Economic TV reported that Naver Cloud formed a consortium with Hanwha Systems to enter a 24.2 billion won defense AI project. Because the security realities of defense make applying foreign AI to a closed network essentially impossible, proven operational capability within a closed network itself becomes a barrier to entry. DHL deploys voice and email agents for dispatch scheduling and shipment status checks, handling hundreds of thousands of emails a year, and Amazon has attached generative AI models to a million robots across roughly 300 fulfillment centers, cutting travel time by about 10 percent. In Korea, Hyundai Glovis built its own warehouse control system, Orca, and moved into automation. The numbers McKinsey put forward, a 15 percent cut in logistics costs, a 35 percent improvement in inventory, and a 65 percent boost in service level, are more than enough incentive to invest. But the definition of agentic AI itself is to sense and judge within a fixed scope of authority, then act and report afterward. Strip out the scope of authority and the after-the-fact reporting, and nothing is left.

The public sector’s timeline is already in motion too. KISA is applying six verified models, including penetration testing, to real agencies through a 4.5 billion won expansion support project this year, and selected agencies such as the Ministry of Environment, KEPCO, Korea Post, and the Korea Expressway Corporation are the first to go through classification and control-item selection. Defense tools are moving the same direction. According to ZDNet Korea, Igloo launched Plot, a platform dedicated to responding to AI attacks. If attacks become automated, defense has to become automated too, and automated defense in turn has to leave a record of its own actions.

Control Is Ultimately the Name of Four Resources

If you had to reduce today’s news to one line, it would be this: sovereignty is judged not by who owns the weights, but by what an agent can do and what gets recorded. Passing that judgment requires four things to be treated as first-class resources: what it can do (Skills), what it can reach (Tools), how far it’s permitted to go (Policies), and what actually happened (Audit Logs).

Without contradicting today’s industry consensus that a 100 percent domestic solution is unrealistic, this is a choice to widen the zone that can actually be controlled.

The moment you have to prove sovereignty doesn’t come during a procurement review. It comes right after an incident. If the only thing you can produce that day is the model’s nationality, the proof fails. The conversation can only start once what was allowed, what was blocked, and who approved it, are all sitting there as a log.
