The Department That First Noticed This Wasn’t Tech
One number from today’s Fortune Korea coverage caught our attention. 62% of companies have revised their AI budget plans. Not because the models got worse, not because projects failed. Once companies started putting coding agents like Claude Code or Codex to work on long autonomous tasks, token consumption blew past every forecast, and the bill landed on finance’s desk first.
That is what sent companies flocking to AI routers, the layer that automatically allocates models based on task difficulty. Not Diamond’s CEO summed up the root cause of the waste in one line: the default habit of using the most powerful model for every task. Coinbase, for instance, cut its AI spend in half even as its token usage kept climbing.
So far this reads like a cost story. But translate what a router actually does on every single call into a plain sentence, and it sounds different: it decides who gets this task. That is not a cost calculation. That is delegation. And the document a company uses to govern delegation is what we call an approval chain.
The same article mixes in an event that has nothing to do with cost: an access restriction affecting a specific provider. An organization that bets its entire operation on one model does not just wobble when the price goes up. It stops working the day that one counterparty narrows the door even slightly. That maps directly onto the single-vendor contract structures that large Korean conglomerates and financial institutions currently hold. What organizations that attached a router actually bought was not a discount. It was room to switch.
Why a Payments Company Wants to Buy Routing
Evidence for this reading, not a stretch, sits in the same article. OpenRouter is reportedly in talks for a $10 billion acquisition by Stripe. The fact that a payments company covets model-routing infrastructure tells you something about its nature on its own. The essence of the payments business is not moving money. It is leaving an undisputable record of who approved what.
Salesforce points in the same direction. It forecasts that routing will expand beyond cost savings into reliability, regulatory compliance, and governance. Put together, a router is not a switch for picking the cheapest model. It is closer to a ledger that records which task flowed to which executor. The bill is merely a byproduct of that ledger.
A Fight You Can’t Win on Cost Alone
Today’s semiconductor news explains exactly why treating a router as a pure savings tool gets you into trouble.
According to Chosun Biz, Nvidia’s Vera Rubin, which began full shipments this month, has memory accounting for 62% of its cost. Across this generation shift, GPU cost rose roughly 57% while memory cost jumped more than 400%. HBM4 has effectively become a more expensive component than the GPU itself. Supply is not exactly comfortable either. Samsung Electronics lifted HBM4 yield from under 60% at the start to 80% within six months, entering what is being called the golden yield range, and has even moved up its HBM4E mass-production schedule. That signals just how urgently the market wants volume.
The competitive picture is shifting too. Counterpoint Research projects SK hynix will hold the lead in HBM4 share at 54% to 55%, with Samsung Electronics staying around 28%. But Samsung’s HBM revenue is estimated to grow 189% year over year to 24 trillion won, with shipments up 143% to 11.2 billion Gb. The shift is happening in growth rate, not absolute scale.
Commodity DRAM is even more blunt. YTN reported that Apple reached out to China’s ChangXin Memory Technologies (CXMT) despite opposition from the Trump administration. That is a signal that supply is tight enough to justify absorbing geopolitical risk. CXMT held a card that let it undercut existing suppliers by 10% to 30%, yet recent reporting says it instead held pricing at levels matching Samsung Electronics and SK hynix, rejecting Apple’s request for a discount. When a challenger that should be running a low-price offensive holds the line on price instead, that tells you the entire market favors sellers.
The packaging bottleneck stretches the timeline even further out. TSMC’s CoWoS capacity for 2026 is already fully booked, with lead times running 52 to 78 weeks. 2026 demand is estimated at roughly one million wafers, up nearly threefold from 370,000 wafers in 2024. The Longtan complex meant to relieve this will not even begin land acquisition until 2029.
What you save through routing gets pushed back up from below by hardware cost. If you try to win this by lining up your savings against the price hikes, there is no counterparty sitting across the negotiating table on your side. The value of a router does not live in that arithmetic.
What DEF CON Revealed About the Real Value
The DEF CON 34 coverage that Daily Secu ran the same day opens a different door. Last year at DEF CON, an autonomous hacking agent solved challenges without human intervention and won. This year, that got formalized into an official competition called HalCTF. AI has crossed over from a tool that assists security analysis to a subject that judges and acts on its own.
A point Cloud Village raised is especially heavy. As non-human identities such as agents, service accounts, and APIs proliferate, the complexity of managing permissions is becoming unmanageable. The attack surface has widened too. In Korea, environments with more than 100 IP-based OT devices account for roughly 80% of all OT. That includes automotive telematics, industrial control systems, and vessel and port equipment. So the industry’s challenge has shifted a step beyond intrusion detection, toward an authentication framework that verifies who actually controlled a piece of equipment.
Read this line alongside the router discussion above and the picture snaps into place. Delegation must always come with two things: authority that can be revoked at any time, and a record you can pull out later if a dispute arises. Without either one, what you have is not delegation. It is neglect.
Apply this to Korean manufacturing floors and it gets more concrete. If an automaker’s or shipbuilder’s ERP, MES, or logistics management system gets breached, the damage does not stop at data leakage. It spreads into a prolonged production line halt. That is why OT security audits are already underway at auto-parts and aerospace-parts plants. The moment an organization hands an agent even an inch of equipment-control authority, if it cannot explain how far that authority reaches, it is already vulnerable before any incident happens.
The Delegation Has Already Begun
The rest of today’s stories show how far that delegation has already come.
Samsung is running an AX bootcamp meant to redesign the work of 120,000 employees, starting at the executive level and cascading down the hierarchy. Rather than letting each department pick its own tools, the approach redraws all eight core business value chains as a single company-wide standard. What stands out is that Samsung officially adopted Gemini, ChatGPT, and Claude simultaneously. Multi-model is now the premise, not the exception. China is taking a different direction. As Financial News noted, China targeted factories before chatbots, filling in narrowly defined tasks like autonomous mining trucks first, under AI agent guidelines jointly signed by the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Cyberspace Administration of China.
The public sector is moving too. The nationwide medical AI network plan built jointly by the Ministry of Health and Welfare, the National AI Strategy Committee, and the Ministry of Science and ICT is structured so the state owns and shares the infrastructure, rather than having each hospital buy its own GPUs. The rollout is detailed: clinical and administrative packages for public health centers first, then department-specific tool vouchers, intelligent emergency rooms, and a personal-health-record-based health assistant. The 5,657 emergency-room diversion cases recorded in 2024 speak to how urgent this plan is on its own. It also explicitly commits to developing a Korean sovereign medical AI after 2027.
In the private sector, Naver chose to build gigawatt-scale AI factories directly through a $10 billion deal with Nvidia and Brookfield, while Kakao chose to avoid capex burden by layering agents on top of KakaoTalk’s existing traffic. It’s notable that both companies named 2027 as their year for monetization. On the developer-tooling side, Meta launched a price war with Muse Code, and AWS released Kiro Crew, an unmanned autonomous development workspace. Whichever path a company takes, the structure is the same: agents, not humans, are the ones receiving the work.
The execution layer has quietly changed character too. According to Digital Today, the AIDC race among Korea’s three telecom carriers has shifted from how big you build to how stably you run it. As air cooling struggles to handle the heat from high-density GPU racks, direct-to-chip liquid cooling has entered commercial deployment in Korea for the first time through KT and LG Uplus, while SK Telecom chose resource efficiency through a CXL partnership with Panmnesia. Inter-data-center connectivity and battery-based power stabilization have become equally decisive battlegrounds for the same reason. With the government announcing support for an additional 10 gigawatts of buildout by 2035, this race has a long way still to run.
Where the Router Needs to Sit
Every piece here converges on a single question. Where do you place the router.
Put it on a proxy outside the application, and costs come down, but no record survives. Which task got assigned to which model, who approved it, which tool it touched, all of that scatters across disconnected logs. The gap between a company that has to stitch these fragments together by hand after an incident and a company that logged it as a single trail from the start shows up within a single day. If it’s a delegation decision, it belongs in the same place as the things that govern delegation. Next to policy and audit records.

Memory cost will keep climbing, and agents will keep moving autonomously on the attacker’s side too. We think the organization that withstands both pressures at once won’t be the one that found the cheaper model. It will be the one that put its delegation on paper.
